What is "Overcapacity," the buzzword on every politician's lips all across the West!

At election rallies, business forums, on primetime TV, on radio, in print, there is overcapacity of the word!  Why? Because politicians have coined it as the catchphrase to pin the blame for all the woes they themselves have created, on China, the source of all the overcapacity of EVs, solar panels, appliances, gadgets, etc, etc, that are flooding the world. The West paints overcapacity as an existential threat to the survival of their companies and the job security of their employees.
