Because politicians have coined it as the catchphrase to pin the blame for all the woes they themselves have created, on China, the source of all the overcapacity of EVs, solar panels, appliances, gadgets, etc, etc, that are flooding the world. The West paints overcapacity as an existential threat to the survival of their companies and the job security of their employees. However the pro overcapacity side celebrate its benefits like lowering the cost of living for the average wage earners who are wrestling with high inflation. 

Love it or hate it, overcapacity is on everyone's mind and echoed incessantly by the mainstream media so you won't forget it! 

But I have turned it into a song to put the word in perspective.
